  WRATT is a 501 (c)(3) not-for-profit foundation incorporated in the State of Alabama in 1993. The Foundation is governed by a Board of Directors representing the Tennessee Valley Authority (TVA), the Alabama Power Company, the Alabama Department of Environmental Management (ADEM), and the Business Council of Alabama (BCA), as well as Rotating Board Member positions.

WRATT has its principal office in Birmingham, Alabama.

All staff members of the Foundation are retirees who work part-time. Retirees who conduct assessments are scattered throughout the state and work only when assigned to a team conducting a specific on-site assessment or service activity.
